1/ Regarding the LAME ACM codec, try this :

2/ It is rather recommended to use the Fraunhofer codec. Try 
http://blog.komeil.com/2008/06/enabling-fraunhofer-mp3-codec-vista.html 
to use it in Win7 (it seems to work even with W7 64 bit, according to 
the first comment of that thread).
