[WT-support] Parallel port keying with Windows 7

A Vista and Windows 7 64-bit substitute for dlportio is available.  It 
is under test by the N1MM Logger guys, and can be found at 
<http://www.highrez.co.uk/Downloads/InpOut32/default.htm>.  Initial 
indications are positive, so you guys may want to give it a try.
