[WT-support] wtRotators.exe updated, but not found in wt_dev.zip

FYI the Release Notes
<http://download.win-test.com/v4/nightly/release.txt>for V4.1.0-dev
say:

- M2/Orion rotators added in wtRotators. Tks IK0HBN.

but unfortunately *wtRotators.exe* is not being shipped in
wt_dev.zip<http://download.win-test.com/v4/nightly/wt_dev.zip>,
at present.  Please let us know when it's available.
