IMHO, I doubt a perfect solution is to send automatically the message 
when _another_ operator decides to do it (by the releasing of his radio) 
! If so, there are chances it will be sent totally out of sync with the 
transmission "moments" of the station I want to call. I can't imagine 
the mess...

Just my two Euro-cents.
