[WT-support] WPX RTTY

For the 2009 WPX RTTY, either serial number method is acceptable because of
the contradiction in the rules.  What we intended, and will correct in the
2010 rules, is that RTTY will be the same as the CW and SSB modes with
respect to multi-op serial numbering.
