[WT-support] UA9M, N zones

Just got back from week-long vacation.

I will fix all of these in the next release.  Yes, UA9M and UA9N
should be CQ Zone 17.  Thanks for noticing the problems.  They were
wrong in the original Win-Test modified country files I was given.
