[WT-support] CQ 160 and CQ WPX Rule changes

CQ WPX rule changes for 2009, with links to the official rules.

I hope the Win-Test developers will review these changes, and make the
necessary updates to Win-Test.

The CQ 160 contest is less than a month away now.
