According to this

"... if an application wants other processes to be able to reuse the same
port, it must explicitly enable it. To do so, the first caller of bind
should set SO_REUSEADDR on the socket. "

So maybe this can be fixed in the Win-Test, wtDxTelenet, and wtRotators code
via a setSockOpt function call.
