I think you must be referring to the Writelog names database described here:
http://www.af4z.com/ham/

   1. Download FRIEND.INI, but save it in your Win-Test folder as FRIEND.XDT
   (rename it)
   2. Launch Win-Test
   3. Options, Data Files, Extra data files, Default extra data files, check
   FRIEND.XDT, press [OK]
   4. Select Windows, Extra informations (or just press Alt+X)
   5. Type in a callsign like N6TR
   6. Note that WT displays the incorrect name ("Theresa") instead of
   "Tree"
