Interesting.  Looks like anyone running Win-Test 3.18 or earlier will have
this problem with the TO calls.  According to the release notes:

3.19.0 (Jan 22, 2008)

- CTY files : The parser now supports leading equal symbols (=) of the
future CTY files. Tnx AD1C.

The "future" is now.
