It sounds like you must be using CTY.DAT instead of CTY_WT_MOD.DAT.
In the callsign field, type CTYFILE [Enter] (or Options | Data files |
Country files), then select CTY_WT_MOD.DAT.

If your Win-Test computer has Internet access, press the [Download] button
to get the latest version.

That version still has a bug for VO2, so you'll probably want to repeat the
download in a day or two, or you can edit the file yourself. See
