Mmhhh... I don't think so (I don't have the sources opened right now). 
If the op. is "empty" (= not specified) for a QSO, the <OPERATOR> tag is 
not written in the output file for this _GIVEN_ QSO - It should not 
impact on the others Q. Whether it is the first one of the file or not.

But I'll check it anyway.
