After Laurent pin pointed me in the CTY direction 
 Loaded a complete 3.21
with the same results


 

The scoring depends on the CTY file  
.I downloaded a new CTY_WT_MOD.DAT
file and the scoring is now OK

 

My old 3.20 was selecting a correct CTY_WT_MOD.DAT file for IARU.

 


Now lets go to bed before I get dum again !

If I set "Country" to "VE", "Exchange" to RAC and "ITU Zone" to "04", WT
3.21 scores VE2 QSOs properly as one point.

TO complete the problem 
 it appears that it is function of the EXCHANGE
FIELD  in the contest setup.

 

In my case I have a HQ  station LOG  with  RAC   instead of  ITU ZONE
number. 

 

 

Vers  3.20  gives the same score  for  RAC or ZONE number in the EXCHANGE
FIELD.
