[WT-support] Incorrect ITU zones

I found the following prefixes to pre-load incorrect ITU zones:  W5,  W6, W0, 
VE2, VA3, VA7 and VA6.  There may be others as well. I  thinks is means that 
the cty_wt.dat file is not set up  correctly.
