the problem was the HUAWEI HSDPA USB MODEM

Is there any chance to use it together with Win-Test?

OE1MHL also reported similar issues with the Huawei modem software.

If you have it, uninstall it, test Win-Test, then re-install the latest
version of the Huawei drivers if you need them.
