[WT-support] Now is 3.19 : is the 3.18 the new "stable" release ?

Tonno,

I have seen that regularly with v3.18 and v3.19.  It is not unusual to  
have to reopen Win-Test because it crashes upon the first opening.   
This has been documented on multiple networked computers.  It seems to  
run fine after that.  Other users have reported the same findings.
