If you want exchange guessing of states try to install ARRL-USVE.ZIP from
http://download.win-test.com/databases/ . That is the correct one for non-NA
participants, ARRL_DX is for use by W/VE.

Unfortunately it seems that the problem is still there.

I'm using WinTest 3.19

If I rename the database file in ARRL-DX.DTB the loaded file for check
partial and N+1 windows is MASTER.DTA instead of DTB file (right click in
check partial window -> Used Files List).

I think that the ARRL_DX_DX.DTB is the correct one but probably the exchange
guessing is not working or supported for this contest...

Try using the file name ARRL-DX.DTB.  The database file naming convention is
described here <http://docs.win-test.com/wiki/Database_Files> . 

Use the hyphen or dash (-) not the underscore (_) in the file name for the
ARRL DX contest.

Also, you may want to use the $GUESSEXCH variable in your Insert message, as
shown here
