[WT-support] CTY-1817 Contest Country Files - 09 December 2008

When I made the country file, I thought Aki would be using E51QQQ from 
South Cook, hence the change.  However, he is using the call E51KAJ from 
there.

In either case, E51QQQ is no longer active, so it's no longer in the 
contest country file as North Cook.
