It seems that I am the only RDXC fan here :-)
1. Official name of UA0Q region is "Sakha (Yakutia)". For the
consistency with the YA multiplier which is now used I would put is as
Yakutia.
2. While you are at CTY_OBL.DAT changes please add RD3D and RL3D to MO,
UA3K and RG3K to VR and UA6G to ST.
3. SH was official abbreviation used couple years ago but not is use any
longer. IMHO this alias is not needed.
