To reproduce, with "Independent speed between pot and computer" not  
checked in WinKey Properties:

(1) Set speed pot at minimum.

(2) Start a message, change speed pot to maximum during message  
playback.

Message speeds up as expected and CW speed shown on Rate window is  
correct.

(3) Start the message again after it finishes without changing the  
speed pot from maximum.

Message is played at speed pot minimum value!

Message does not have ++ or -- speed changes inside.
