[WT-support] Problem with Contextual Help and V3.11

In the process of preparing the K3LR PC's for the IARU Contest, I found a
problem with Contextual Help and V3.11.

 

With V3.10, right-clicking in a Window, and then left-clicking on HELP opens
Contextual Help for that Window.

 

However after upgrading a PC to V3.11, instead of opening Contextual Help,
it results in the Error Message:    "Unable to Find a Default Browser".

 

This has occurred on every PC that I have upgraded to V3.11 - only after
installing V3.11_Update.EXE.  All PC's in question are running Windows-XP,
w/SP-2, and Internet Explorer V7.0 and have all MS Updates installed.
