Off Time in my mind, and expect many others, is to meet the requirements of
several major contests whereby you are allowed xx hrs of operation out of
the xx hr contest.
Off time in my understanding is time away from the radio. Your stats graph
shows in changing color the time between Qs however on 20m at 1AM it can
easily be 10 minutes or more between tests.
And if you look at Tim, K3LRs CQWW or WPX test log stats you will see that
some bands have a Q rate of 1/hr during times of poor to no propagation
