It is working fine for me with two FT1000MPs.

Perhaps you could try to test where the problem is.

Without radios connected, input manually two freqs and do SWAP. Does it
work?

Connect just one radio (the FT10000MP). Do the SWAP command. Does it work?
Then connect the Orion. Does it work?

Now connect just the Orion. Does it work?

Remember, the way it is supposed to work is the following.
When you write SWAP or do CTRL+S the frequency of the primary radio goes
into the frequency of the secondary radio, and now this radio becomes
Primary radio.
Example
Radio2 is primary radio 140025; Radio1 is secondary radio 21033
Write Swap or CTRL+S
Radio1 is now primary radio on 14005; Radio2 is now seconday radio on 21033
