[WT-support] WAE RTTY QTC'S

In WAE RTTY there is a special rule for rtty.
Every station may send and receive QTC's.......
In CW of course this is not the same....Here in NA we can only send QTC's...In Europe they only RCV qtc's if am not mistaking...
Hope this will help Olivier with the interface for qtc (rtty) he is working on...
