[WT-support] Country files updated

Hi all

The country files have been updated and are now based on the last CTY 
available files (CTY-1701).

This includes CTY.DAT, CTY_WT.DAT, CTY_CQM.DAT and CTY_EEC.DAT (for this 
last file, used for the UBA DX contest, LZ and YO have been added - Tnx 
ON5GQ).

Mike F5IN also updated the CTY_WT_MOD.DAT file he maintains. It has been 
uploaded as it.

All these files are available in our usual repository :
