AFAIK, the major contests sponsors, directors, adjudicators and robots 
only require that the sent serial on one side matches the one received 
on the other side. I believe you can't be DQ for keeping one sequence 
only, especially when the rules do not clearly state anything abt that.

IIRC, the serial numbering issue arose for M/S in the WPX contest few 
years ago, when the CW and Phone rules allowed "multipliers" stations 
(like in CQWW DX contest). At that time, the M/S numbering was in one 
sequence only. And, obviously, when the RUN op and the MULT op (on 
another band) worked stations at the time, the same serial number was 
sent... To circumvent this issue, the WPX committee allowed one sequence 
PER BAND. That's why we applied this rule in Win-Test from the first 
version. To me, it looks logical to keep this numbering scheme for the 
RTTY leg (even if mult stations are not allowed for this leg), for 
consistency.
