You probably forgot to run wt_dev.exe from your Program Files\Win-Test
directory.  wt_dev.exe is just an alternate version of wt.exe -- it's not an
install program.  Copy wt_dev.exe into your Win-Test directory first, then
run it as you would run Win-Test:

  wt_dev filename.wtb
