[WT-support] multi ops runs

I tried installing wt_dev.exe, but got this msg:
 
"This application has failed to start because DLPortIO.dll was not  found.  
Re-installing the application may fix this problem."
 
I reinstalled 3.18.0, but when I run wt_dev.exe, I get the same  DLPortIO.dll 
msg above.
 
What am I doing wrong???
