[WT-support] DX Cluster Announce

Hello. Just trying to get things working for the Russian DX Test. I have 
the DX Cluster working. Window in Win-Test is working. What I do not 
have working is the DX Cluster announce window. It just sits there and 
does nothing. Is this window for a single op or for multi-ops? If it 
works then how do you engage this window?
