[WT-support] Version 3.0.6 is done [For HQ stations]

Hi again,

A release 3.0.6-hq is also available for the teams which will take part 
to the IARU HF as HQ stations. The location where you can download this 
version from is still the same as before.

I have also released the wtTunnel client and server in order to improve 
their reliability. These are minor changes and these new versions can 
work with the older ones without any problem.
