[WT-support] DTA to DTB conversion tool

Hi !

Following the recent thread on the SCP master files conversion to 
Win-Test binary format, I packaged all needed tools, and a batch file to 
do the conversion in ONE command.

1/ Download the dta2dtb.zip package at :

http://download.win-test.com/utils/dta2dtb.zip

2/ Unzip this zip file in a suitable directory (C:\DTA2DTB or whatever).
3/ Open a DOS command line window to this directory.
4/ The magic command is :

dta2dtb file_in.dta file_out.dtb

(the file extensions are mandatory)

Note : As we previously said, the resulting file does not include any 
exchange data, contrarily to the compiled files by the Win-Test team 
(except HF.DTB) located in the http://download.win-test.com/databases/ 
directory.
