[WT-support] European Keyboards - AltGR+[x]

Thanks, Philippe - For some reason, I find that the right-hand Alt key is 
read only as Alt, rather than anything else.  For example, in Win-Test, 
(right) Alt+F9 reduces the CW speed, same as (left) Alt+F9.  Perhaps I need 
to change how my keyboard is identified to Windows.
