Most of the time, this issue relates to a bad broadcast IP address 
setting in Win-Test or/and in WtDxTelnet. Check also you enabled the 
Ethernet network in the Interfaces dialog of WT (even if you only have 
one machine).

If WT and WtDxTelnet are on the same machine (usual case for a 
single-op), use the 127.255.255.255 broadcast address in both applications.

If you set up a LAN for a multi-op effort, use a broadcast address which 
covers all machines involved in the LAN.
