Are you using the "IC-generic" entry in the Interface configuration 
window, with the following line in the [Interfaces] section of your 
WT.INI file:

IcomGenericRadio1=04h

F6IFY claims to get his Omni VI working that way.

BTW, I'm afraid that Win-Test does not manage properly "handshaking" on 
the serial port. This can be a problem with some of the Tentec radios, 
if you using a straight through serial cable. This has been reported at 
least by W0RSR.

This should be fixed with a jumper between RTS and CTS (Pin 7 and 8) on 
the radio side.
