[WT-support] Bug in WT 2.2.3

Thank you Lee, F5MUX, for reporting this, and also to Larry F6FVY who 
has done the fix this night :)

Release file 2.2.4:

- Bugfix: the english translation for "All" in the "Chat" window
   (sending a Gab) was erroneous.

- Bugfix : In CQWW VHF, using tab key was crashing WT in some
   circonstances. Tnx F6ETI.

- Bugfix : Using the mouse wheel in "included windows" mode was
   leading to a major crash with some operating systems. Tnx F5MUX.

- Bugfix : HamCAP 1.2 broke the background/foreground window
   management code.
