I'm sorry, but you're wrong...
Rule 5.1.2 is obviously only applicable to the W/VE stations. Thus, as
DX stations only work W/VE station, the rule 5.1.1 applies, and 2 points
are credited for each QSO.
If you need a confirmation, have a look to the last year results
