[wt4hq] IARU HQ 2013

Hi
WT HQ 4.8.0 and WT 4.10.0 DONT work together, as far I know with XP, Win 7
and Win 8. Networked stations dont show up from 4.10.0 into HQ 480.

LN2HQ go for HQ 4.8.0 onl, and I think 4.9.1 still was ok last year, but we
know 4.8.0 run 100% in 2012 and also been running on server here with LOT
of dummy QSO
