What du you meen by "surf" the internet? Just browsing meens that you are able to use port 80 for http. It does not say that you can use diffferent ports. Have you tried to use telnet to connect for example to a dx cluster that is using a non http or telnet port?
Maybe your mobile contract does only allow to surf and not to use any other services.
