[wt4hq] HQ versions status

Hi !

Despite of our efforts, we're currently facing several last minute 
issues with the registration process of the version 4, and consequently 
we won't be able to release an HQ v4 version in time, I'm afraid.

Here is the current status of the different HQ available versions :

1/ Last year package :

wt-3.21.1-HQ.exe + wtTunnel-1.9.exe + wtTunnelSrv

2/ Last v3 HQ-adapted package :

Several comments :

1/ wtTunnel-1.10 is adapted to work with any v3 version >= 3.22.0
2/ wtTunnel-1.10 has no installer. The best way is to have it your 
Win-Test directory. Note that wtTunnel.ini of this version is located in 
the /Documents and settings/Application Data/All Users/Win-Test/cfg 
directory (like v4)
3/ wtTunnelSrv is available under Linux and Win32
4/ We remind you CAN'T mix different network protocol versions on the 
same network. The best way is to use the same v3 version (HQ or not) 
everywhere.
5/ These applications are totally freeware, BUT wt-xxx-HQ _requires_ 
free registration. We currently have account for the following callsigns :
