[wt4hq] New option to decrease sync traffic on low capacity lines

Hi all

Since v3.11 (including v3.11.1-hq) there is a new option available in 
the Network / Advanced settings setup dialog called "Restrict QSO 
inventory to the LAN".

By default, it is *not* checked, which is nominal.

This setting is *only* useful in a WAN configuration (like for the HQ 
stations during the IARU HF). Its purpose is to restrict sync data 
broadcast to the LAN, and these data will not be sent thru the tunnel 
(actually they are filtered by wtTunnel).

It is very useful if you have a large LAN and a low capacity internet 
link (dialup for example). You can then only set one or two machines the 
usual way (setting unchecked) and restrict data sync to the LAN for the 
others (setting checked).

This way, the "restricted" machines will never send inventory or QSO 
sync to the WAN, which will reduce the traffic on your line.

In all cases DO NOT FORGET to enable at least one machine in your LAN to 
get thru the tunnel (meaning : at least one machine must have this 
setting unchecked - Reminder : by default all machines are enabled).
