The easiest way to solve the problem is to just "lock" the current
number
on any station/computer that has already sent out this number,
so that the "+1" at the second station couldn´t occur.

Of course that leads to the situaition, that you may have two
identical numbers on the same band, but I don´t see that as a
problem
ask CQWW to restore numbering per station, and not numbering
per band as it occurred after the last rule change? CQWW is
using sophisticated statistic tools to find cheaters, that can
easily handle multiple serial number sequences per band.

You mean numbering per computer, rather than per band?

Well, then it is possible that the 15m RUN computer could
be sending numbers above 1000, while the 15m MUL computer is
sending numbers below 200 at the same time? I think that
would cause much more confusion on the air than the occasional
duplicate serial number, or small serial number gap. One
might conclude that there are two completely different
stations on the air using the same callsign by mistake (or
that one is a pirate station).

Getting back to Win-Test, the serial no. situation is not
just a problem at big multi-multi's; the SO2R operator
attempting to interleave two QSOs can also get into the
situation where the serial no. sent on both Radio 1 and Radio
2 is the same, but the second QSO entered will get logged as
if QSO number + 1 was sent (when it was not).
