[WT-support] For WinKey users

Hi all

Thanks to Wolf NN7CW and Ben DL6RAI, a long-standing bug that set an 
incorrect speed randomly when +/- bursts were used in messages has been 
(most probably) solved. This applies to WinKeyers, but also to devices 
that embed a WinKey chip (MicroHAM MKx, etc.).

I built a dev / nightly version (#859) with this fix, so it can be 
tested at larger scale, especially during the coming CQWW DX.

As usual, keep the official version 4.38.1 as a fallback if something 
bad happens.
