[WT-support] Batch file to update CTY and SCP files has been updated to use https

Per request from AD1C, I have changed my Windows batch files that
automatically download and copy country files and super-check-partial files
to use secure access to country-files.com (using https).

See https://bit.ly/wtscripts (UpdateCtySCP.zip).  The Readme file inside
the Zip contains installation instructions.
