It's not a bug. It's a feature.

Since 4.31, except for VHF+ contests using VHF.DTB, the Check Partial and N + 1 windows use the MASTER.SCP (or .DTA), or the HF.SCP (or .DTA) files. You can also use contest-specific files (listed in
http://download.win-test.com/files/checkPartial/%23_READ_ME_%23.TXT) to get more relevant data (mainly gathered from contest results or public logs if they're available).

If used, the contest-specific files do not replace the master file. Its data are added to the search at runtime for this contest.
