[WT-support] Odp: SAC database

Yes agree about rules for EU non scandinavian's: just work scandinavians 
stations + 0 to 9 numbers for each Scandinavian's DXCC as multipliers. 
Updated database is convenient for Check partials and N+1  windows. 
master.scp will do the job. GL.
