[WT-support] Win-Test will not run

I was testing my copy of Win-Test to get ready for ARRL DX contestWhen I click on the shortcut or app  name the program will not loadI get a test version of 4.28.0 to click on 1,2,3 to start.
I am customer 5417 with ID of W9NWY in my file the date of the app program is 6/18.Not sure if that is the current file.
The last time I used Win-Test was for the ARRL DX contest in Mar 2017.
What do I need to do to get my copy of Win Test to operate
