[WT-support] no dxcluster spots in SPDX

In the SP DX CW and Phone contests, only QSOs between DX and SP stations
count for points, whereas in the SPDX RTTY Contest, you can work anyone for
points.

In other words, Win-Test does not support the current rules of the SPDX
RTTY Contest, only SPDX CW and Phone.
