[WT-support] WRTC callsigns added to special SCP file for the IARU contest this weekend

The WRTC competitor callsigns have been announced:  Y81A - Y89U.  Win-Test
correctly identifies the country as Germany, but of course these calls are
not included in the official MASTER.SCP file dated 2 July 2018.

I've created a special  IARU_HF.SCP file containing everything in
MASTER.SCP plus the 70 possible WRTC calls (some will be unused):

Installation instructions copied from the *Readme.txt* file inside the Zip:

** Do not replace MASTER.SCP or MASTER.DTA **

Just use the same file name as in the Zip:  IARU_HF.SCP or IARU_HF.DTA
which will be
used for the IARU HF Contest *only*.

Installation:

   1. RIGHT CLICK on the Zip file iaru_hf.zip (downloaded from
   https://www.kkn.net/~n6tv/iaru_hf.zip)
   2. Select OPEN WITH Windows Explorer
   3. RIGHT CLICK on IARU_HF.SCP or IARU_HF.DTA (only one is needed, they
   have identical data)
   4. From the pop-up menu, click COPY
   5. From the Win-Test menu, select File | Explore | /databases directory
   to open File Explorer   to the correct folder (should be
   C:\ProgramData\Win-Test\databases\)
   6. RIGHT CLICK on an empty spot in the /databases folder and then click
   PASTE to copy the file
   7. Verify that no file named DEFAULT.SCP, DEFAULT.DTA, or DEFAULT.DTB is
   present in the /databases directory
   8. Restart Win-Test (type RESTART [Enter] in the logging window)
   9. Type a call like Y81A or Y89U and it should appear in the Check
   Partial Window
   10. If it does not work, RIGHT CLICK on the Check Partial Window and
   make sure "In log only" is NOT checked
   11. If it still doesn't work, type REOPEN [Enter] and make the sure
   contest type is set to IARU HF World Championship
   12. If it still doesn't work, change the Win-Test shortcut to "Run as an
   administrator" and  restart
