Dear all
I have asked K1ZZ whatever D1HQ will be accepted by IARU before the contest. If not I will remove the multiplier from the list.
I got the information form US2IZ and added D1HQ to help you guys.

Michael is absolutely right!!!
D1 is also not Crimea because Crimea using Russian calls now like U-7K, R-7K.
D1 illegal not allocated call sign used in Donetsk area today recognized as part of the Ukraine and no one is recognize it like separate entity and of course cant me member of IARU and have IARU Society HQ call.
You can have callsign with HQ suffix but thats not mean that you HQ Station of society member of IARU :-)

D1 is not a DXCC entity, and the ARRL being the organiser of the contest I don't know what approach they would take. It's parent entity is Russia, if anything, which has its own HQ station.
Iraqi Kurdistan is autonomous but doesn't have an HQ station. Nor Catalonia. Why should D1 be treated any differently?
It is not a country, has no ITU or IARU status. It simply has no right to be represented in the contest. If it did I would have no objection.
What's next? Transdnistria? Segovia? Northern Cyprus?
