[WT-support] Win-Test in NAQP: Run the DEVELOPMENT version to get required updates

This means Win-Test version 4.23 (last official release) will *not* count
all the NAQP multipliers correctly.

Registered users may download the development version from:

http://download.win-test.com/v4/nightly/wt_dev.zip (web site password
required)


Then you need to extract all files into your Win-Test installation folder,
and run wt_dev.exe instead of wt.exe to start the contest.

If you can't handle all this before the contest begins, no worries, you can
still log whatever they send with the old version (ignore "?????" in mult
column), then open the log file with the new version later, to recalculate
your score.
